Regarding setting, you mentioned it was perhaps one of the moons of Saturn, which may have been the original intent, but it’s on a planet called Kaldor, with a capitol called Kaldor City (referenced by Servalan in Star One) and there’s a very excellent crossover exploration of the place in the form of an audio series starring Paul Darrow.
